THE ESSENTIALS IN 30 SECONDS
- ADNOC says it is the first energy company to deploy OpenAI Frontier, in a multi-year partnership with G42 announced at ADIPEC.
- Abu Dhabi's government launched a Machine-Readable Government initiative with OpenAI, piloted on food-import compliance checks.
- Mubadala signed an AI deal for investment analysis, and G42's Inception42 a five-year agreement covering government, enterprise and education; no values were disclosed.
OpenAI signed four agreements with Abu Dhabi entities on November 2, covering energy, public administration, investment and education. According to The National, the signings followed a meeting between OpenAI chief executive Sam Altman and Sheikh Khaled bin Mohamed bin Zayed, Crown Prince of Abu Dhabi and chairman of its Executive Council, who witnessed the ADNOC agreement. None of the reports reviewed gives a financial value for any of the deals.
ADNOC deploys OpenAI Frontier
The most detailed agreement involves ADNOC, the state energy group, which signed a multi-year partnership with OpenAI and G42, the latter acting through its subsidiary Inception42. The deal was announced at ADIPEC, the energy conference held in Abu Dhabi. ADNOC says it is the first energy company to deploy OpenAI Frontier, which Gulf News describes as a platform for coordinating AI agents across operations. The National reports that it runs on OpenAI's GPT models using inference infrastructure located in the UAE.
Two initial uses are named. In field master planning, models would combine subsurface, facility and economic studies, drawing on data from thousands of wells, with ADNOC aiming to cut complex development plans from months to hours. In barrel valuation, agents would forecast supply, demand, prices and margins to value crude before it is extracted. ADNOC says human experts keep oversight of consequential decisions. It also reports that ChatGPT Enterprise is already used by more than 40,000 employees. Altman called the arrangement a "first-of-its-kind partnership".
Government, investment and education
The Abu Dhabi government and OpenAI launched a Machine-Readable Government initiative, led by the Department of Government Enablement. It converts selected policies and regulations into a format AI systems can read, so they can help officials check compliance for permits and certificates. Each assessment can be traced to the underlying rule, and officials keep final authority. A first pilot with the Abu Dhabi Agriculture and Food Safety Authority, focused on food imports, is already in production, according to The National.
Separately, Mubadala, Inception42 and OpenAI agreed to apply AI to investment analysis, opportunity identification and risk assessment. Inception42 and OpenAI also signed a five-year agreement to support the adoption of frontier AI across government, enterprise and education in the UAE, combining OpenAI's models with Inception42's consulting and services.
What remains unclear
Beyond the missing financial terms, the announcements give no figures on the scale of the rollouts, the timeline for the education work or the exact duration of the ADNOC and Mubadala arrangements. The ADNOC efficiency targets are the company's own projections and have not been independently assessed.
